Massachusetts Republican Wants Rape Victims To Stay In The Shadows If They're Undocumented Immigrants

In a speech berating Massachusetts Gov. Deval Patrick’s opposition to a controversial federal immigration program, a Republican state legislator said that illegal immigrants who were victims of rape should be afraid to come forward. State Rep. Ryan Fattman brushed aside the claims of immigrant advocates that the program, which would allow local police officers to refer undocumented immigrants they arrest for any reason to federal authorities, would damage the relationship between law enforcement and immigrant communities or lead to racial profiling.

The Worcester Telegram & Gazette reports that Fattman even claimed that undocumented immigrants who are victims of rape should be afraid to talk to the police:

Mr. Fattman dismissed concerns of some law enforcement officials — cited by the governor — who said using local police to enforce immigration laws could discourage reporting of crime by victims who are illegal immigrants.

Asked if he would be concerned that a woman without legal immigration status was raped and beaten as she walked down the street might be afraid to report the crime to police, Mr. Fattman said he was not worried about those implications.

“My thought is that if someone is here illegally, they should be afraid to come forward,” Mr. Fattman said. “If you do it the right way, you don’t have to be concerned about these things,” he said referring to obtaining legal immigration status.



“If they are here illegally, they have committed a crime,” he said. However, under federal law, illegal status is usually a civil offense.

“My philosophy is a little different,” Mr. Fattman said. He said he believes all illegal immigrants should be deported, including the children of immigrants who came with their parents to the U.S.

The debate over the citizenship bill may even show signs of splintering inside the Republican Party, with one leading anti-immigrant State Senator accusing the state’s Chamber of Commerce of supporting “‘open borders’ because you like cheap labor.”

In addition to the legislation that would directly challenge the 14th Amendment, the committee also passed a bill that would force public schools to report to law enforcement officials on children’s parents if they’re undocumented, make it a crime for undocumented immigrants to drive in the state, and ban undocumented immigrants from attending state colleges and universities.

“If we’re going to stop this invasion - and it is an invasion – you’re going to have to stop rewarding people for breaking those laws,” said State Senate President Russell Pearce, a champion of the two bills and the architect of SB 1070.

Now, the bills move to the full State Senate.

As recently as 1982 in Plyler v. Doe, the Supreme Court ruled that undocumented immigrants are protected by the 14th Amendment, which guarantees birthright citizenship. The debate over the citizenship bill may even show signs of splintering inside the Republican Party, with one leading anti-immigrant State Senator accusing the state’s Chamber of Commerce of supporting “‘open borders’ because you like cheap labor.”

In addition to the legislation that would directly challenge the 14th Amendment, the committee also passed a bill that would force public schools to report to law enforcement officials on children’s parents if they’re undocumented, make it a crime for undocumented immigrants to drive in the state, and ban undocumented immigrants from attending state colleges and universities.

GOP Readies Investigations into Muslim Americans

Republican leaders in Congress are preparing new investigations into everything from climate change scientists to Elizabeth Warren, and now Rep. Peter King (R-NY) , the incoming Chairman of the Committee on Homeland Security, has announced the latest target: Muslim Americans. While Republican attempts to vilify and demonize Muslim Americans are nothing new, King’s plans for congressional hearings takes the GOP’s anti-Muslim zeal to a new, and dangerous, level.

King previously wanted to investigate the planners of the Park51 Islamic Community Center, saying, “It’s a house of worship, but we are at war with al-Qaida,” and his proposed hearings could endanger collaboration between law enforcement offices and Muslim communities, inflame religious tensions, and usher in the return of classic McCarthy tactics to the House.

The move by Mr. King, who said he was planning to open a hearing on the matter beginning early next year, is the latest example of the new direction that the House will take under the incoming Republican majority.



Told of Mr. King’s plan, Muslim leaders expressed strong opposition, describing the move as a prejudiced act that was akin to racial profiling and that would unfairly cast suspicion on an entire group.

Abed A. Ayoub, the legal director for the American-Arab Anti-Discrimination Committee, said Mr. King’s effort ignored that Muslim leaders around the country had been working closely with law enforcement officials since the 2001 terror attacks.

“We are disturbed that this representative who is in a leadership position does not have the understanding and knowledge of what the realities are on the ground,” Mr. Ayoub said, adding that Mr. King’s proposal “has bigoted intentions.”

This won’t be the only effort by the newly-empowered Republicans to put Muslims in their crosshairs. Rep. Sue Myrick (R-NC) previously tried to investigate the Council on American Islamic Relations which she accused of trying to turn Capitol Hill interns into “spies.” Myrick, who wrote the foreword of a WorldNetDaily book on the matter, recently told Fox News that terrorist groups are sending members to Venezuela to learn Spanish and then to Mexico to illegally cross the boarder into the US.

Sheriff Joe To The Rescue!

“Every state needs a least one sheriff like Joe Arpaio,” Sharron Angle told a convention of right-wing bloggers in Las Vegas. And now “Sheriff Joe” of Maricopa County, Arizona, intends to push his hardcore anti-immigrant agenda and promote SB 1070 around the country. After his stint on reality TV with Fox’s “Smile…You’re Under Arrest!” Sheriff Joe is looking to eclipse Tom Tancredo in anti-immigrant politics and demagoguery.

Sheriff Joe will soon address a New Hampshire Republican Party conference and is also slated to speak at the “National Tea Party Unity Convention” in Las Vegas this October. At the Tea Party Convention he will join other right-wing extremists such as Joseph Farah of WorldNetDaily, radio talk show host Neal Boortz, and a whole slew of Tea Party fanatics like William Temple, Victoria Jackson and the rapper “Polatik.”

Increasing his political reach, the Los Angeles Times reports that he is “supporting candidates for Michigan governor, California Assembly and congressional seats in Florida and Missouri, among others.” He recently gave his blessing to Tea Party darling Sharron Angle, who will join Sheriff Joe at the Tea Party Convention, although he later admitted: “I don't know too much about her.”

Famous for building “tent cities” for inmates, racial profiling, sweeps and raids of immigrant communities, and glaring civil rights abuses, Sheriff Joe is now an important endorsement for right-wing candidates outside of Arizona. Politics is not unfamiliar to Sheriff Joe, who launched investigations against critical journalists and political opponents, and was blasted for using the law as “a personal tool to target political enemies or avenge perceived wrongs.”

The New York Times in 2009 detailed the Republican Party’s new anti-immigrant hero and his failed record as Sheriff:

Maricopa County has many times more federal prison condition lawsuits than New York City, Los Angeles, Chicago and Houston combined. In September of last year, the National Commission on Correctional Health Care revoked its accreditation of the jails Sheriff Arpaio runs on the grounds of failure to provide adequate health care for inmates.

In October, a federal judge ruled that Sheriff Arpaio’s department had violated the Constitution by depriving inmates of medical care, fed them unhealthy food and housed them in unsanitary conditions.

The Goldwater report suggested that the picture beyond corrections was equally grim, citing the department’s tendency to “clear” cases without any resolution or arrest, and suggested that resources were being diverted to efforts to find illegal immigrants through sweeps that other departments characterized as dangerous.

As a result of the raids, Phoenix’s mayor, Phil Gordon, wrote a letter to the United States Department of Justice accusing Mr. Arpaio of “a pattern and practice of conduct that includes discriminatory harassment, improper stops, searches and arrests.”


The Goldwater report suggests that the trade-off for the letting [sic] the sheriff do his thing may not benefit his constituents. Although his department was “adept at self-promotion and is an unquestionably ‘tough’ law-enforcement agency, under its watch violent crime rates recently have soared, both in absolute terms and relative to other jurisdictions.”

Homicides in the county were up 167 percent in the three-year period ending in 2007 and the report stated that the budget for the department, excluding corrections, had doubled since 2001.

“We have 40,000 unserved felony warrants — murderers and rapists — and instead of serving those warrants, we have this buffoon who spends his time popping out from behind curtains for a reality television show,” said Michael C. Manning, a Phoenix lawyer who has sued the department on behalf of clients repeatedly and successfully in wrongful death suits. “He continues to demean our community by chasing publicity and acting the buffoon.”

Will The Freedom Federation Support Health Care For Illegal Immigrants?

This call for healthcare reform to provide coverage to those who may be in the country illegally is quite interesting:

America's largest Hispanic Christian Organization, The National Hispanic Christian Leadership Conference (NHCLC), The Hispanic National Association of Evangelicals, expressed disappointment and warned of continued polarization as a result of the recent incorporation of anti-immigrant rhetoric within the current Health Care debate.

"The Hispanic National Association of Evangelicals believes our nation needs Health Care Reform that reconciles affordability and accessibility with the protection of life, conscience, personal and religious liberties. We encourage all members of Congress to debate this issue with integrity, humility, and respect. Health Care reform is a matter of Social Justice driven by a moral imperative that is undeniable. The fact that millions of Americans lack health care coverage is unacceptable", declared Dr. Gilbert Velez, NHCLC Chairman and President of the Hispanic Mega Church Association.

Hispanic Evangelicals are reacting to rhetoric recently incorporated by both parties declaring that a proof of citizenship requirement will be included in Heath Care Reform proposals prohibiting undocumented families access to coverage.

"Correspondingly, we find it to be both morally and politically disadvantageous not to include coverage for all those currently residing in our nation. To require immigrants to prove citizenship in order to purchase Health Care coverage stands as a defacto endorsement of racial profiling and continues to exacerbate the anti-immigrant sentiment currently embedded within the immigration reform debate", explained Rev. Nick Garza, Conference Chief Operating Officer.

"To exclude the opportunity for working families to purchase coverage will place over 12 million homes in a precarious situation. This is deportation via attrition or better yet, some may label the scheme as Xenophobic Health Care Reform. We call upon all the White House, Congress and faith advocates to respectfully address this matter from the platform of Leviticus 19 as we are admonished to treat the strangers among us as one of our own", added Garza.

The reason it is so interesting is that the National Hispanic Christian Leadership Conference also happens to be a member of the new right-wing supergroup The Freedom Federation, which has recently begun speaking out on the issue of healthcare reform.

To date, the Federation has not publicly taken a position on the issue of coverage for illegal immigrants, but given that this idea is a fundamental non-starter for most conservative and right-wing groups, it'll be interesting to see how the coalition tries to finesse this issue ... especially considering that the Eagle Forum is likewise a member:

Eagle Forum, a conservative public policy organization founded by Phyllis Schlafly, encourages town hall meeting attendees to be more vocal about the deliberately-placed loopholes in both the House and Senate health care bills which will allow illegal immigrants to apply for and receive health insurance coverage. ... Eagle Forum continues to encourage American citizens to attend their district and state town hall meetings and to urge their elected officials to oppose any attempts at a stealth health care amnesty for illegal immigrants.

"White Americans Need to Speak Up or Lose Their Country"

The last time I wrote about Jesse Lee Peterson of the Brotherhood Organization of a New Destiny (BOND) I noted that he had managed to carve out a rather unique niche for himself among right-wing activists:

Peterson, who is black, has carved out a niche for himself as an outspoken foe of racism ... or rather, an outspoken foe of black racism which, in his view, is the same thing as being a Democrat, like when he declares that Barack Obama was elected president thanks to the votes of "black racists and white guilty people" and proclaims that black ministers who supported Obama were leading their congregations straight to hell.

Conversely, when it comes to white racism, Peterson tends to serve primarily an apologist for the likes of Michael Richards or Duane “Dog” Chapman.

In Peterson's world, all Democrats are racist, except for African America Democrats, who are actually Black supremacists who out to intimidate conservatives and Republicans (who are totally not racists) into silence for fear of being called racist. 

This niche must be quite lucrative for Peterson because he is still producing columns (for WorldNetDaily, naturally) spewing this sort of nonsense - like this one:

Barack Obama hates white people – especially white men.

That is the very first line, and it just gets better from there:

A growing number of Americans were questioning his out-of-control spending ($1 trillion in six months), but they didn't see him as racially polarizing. That all changed after he weighed in on the arrest of Harvard professor Henry Louis Gates Jr. and accused the white cops of racial profiling without knowing the facts. For the first time he spoke from his heart without the aid of a teleprompter, and we saw the real Barack Obama.

Barack Obama is Jeremiah Wright Jr. He is the NAACP and the Congressional Black Caucus! He embodies the aspirations of every left-wing black group that wants to tear down this country and take power away from the "oppressive" white man. He's not an obvious race hustler like Al Sharpton or Jesse Jackson; but Obama is a smooth pathological liar – with a wicked heart.

...

Barack Obama is dividing the races like no other president in history ... Both Obama and his friend Henry Louis Gates are racist ... President Obama spoke of this being a teachable moment, and it certainly is for white Americans. The lesson is that they need to speak up or lose their country!

Allow me to also point out that not only do right-wing rags like WND give Peterson a platform to spew this nonsense, he and his BOND organization were recently tapped to join the Religious Right umbrella coalition calling itself The Freedom Federation, along with groups like the American Family Association, Concerned Women for America, Eagle Forum, Family Research Council, and several others.

Suburban Immigration Warriors Confuse Press

Prince William County, Virginia did something this week to address social and financial problems stemming from its recent crackdown on immigrants. What exactly it did is not entirely clear:

Washington Post headline: “Pr. William Softens Policy on Immigration Status Checks.”

Washington Times headline: “Prince William stiffens crackdown on illegals.”

Washington Examiner headline: “Pr. William softens illegal immigration policy.”

NBC 4 played it safe with “Prince William Votes To Change Immigration Enforcement.”

So what happened? As the Post and the Examiner report, the board of supervisors in this wealthy D.C. suburb, where police have been checking the immigration status of crime suspects, changed the policy slightly. Now the police only check the status of those arrested. (A proposal to check only those arrested and put in jail failed by a wide margin.)

While the Washington Times immigration coverage is always suspect, and the paper’s editorial page has been pushing the county to stay the course, in this case they do point to another change in policy: whereas before, local police needed “probable cause” that the person was undocumented (wonder what that means?), they now check everybody. Broadening the law, claimed the supervisors, would help protect them from lawsuits for racial profiling. But as Chairman Corey Stewart, leader of the crackdown, asserted, “This will increase the number of people who will have their immigration status checked.”

In any event, it’s hardly the “reconsideration” of the crackdown we were teased with in April.

McCain's Immigration Dilemma

Some GOP strategists are hoping that a John McCain nomination will bolster the party’s appeal to Hispanics after many Republicans jumped on the anti-immigrant bandwagon over the last few years. From the Washington Times:

Two years ago, Republicans fought over immigration and hemorrhaged Hispanic voters. Now they are poised to nominate the one man who can rebuild the Hispanic voter coalition that pushed President Bush twice to victory, the architects of that coalition say.

"I think the only candidate that Republicans have running for president who could retain those votes is in fact Senator McCain," said the Rev. Luis Cortes Jr., president of Esperanza USA, founder of the National Hispanic Prayer Breakfast and a key player in helping Mr. Bush connect with Hispanic voters during his two runs for office.

While McCain did push for comprehensive immigration reform, in his quest to win over the right-wing base he largely abandoned his principled position, as even Cortes admitted. His new “image,” as the AP reports, is enforcement-only:

"He's focusing on enforcement, and in this community, enforcement means deportation, and that means separating more families, and more racial profiling and more of the incredible hardship that is affecting not just immigrants, but native-born Latinos," said Cecilia Munoz of the National Council of La Raza.

It appears McCain plans on walking a tightrope through November, with immigrants and the Hispanic community on one side and the Minuteman wing on the other. His own party may not be too helpful: while the GOP primary-caucus election in Texas on Tuesday may be pro forma, McCain will share the ballot with two anti-immigrant resolutions:

The first measure asks if local, state and federal officials should be required to enforce U.S. immigration laws "to secure our borders." Given the ongoing uproar over illegal immigration, the outcome seems pretty clear.

"I would be shocked if it didn't pass," said Kathy Ward, chairwoman of the Collin County Republican Party.

The second referendum, also related to illegal immigration, calls for legislation to require voters to show photo identification.

The measures won’t become law just yet; rather, they’re a way for the Republican Party to drum up support for anti-immigrant legislation later on:

"We generally look at things we believe the base of the party holds pretty dear," [Mary] Tschoepe [of the State Republican Executive Committee] said. "It gives us a big stick to take to the Legislature. We can say, 'Ninety-two percent of Republican primary voters think a voter ID in order to vote is an important issue. Let's get it done.' " …

Texas legislators are now studying an Oklahoma illegal immigration law that's considered the nation's toughest. People who shelter or conceal undocumented immigrants can be charged with a felony under the law passed last year.

Religious Profiling

Bill O’Reilly weighs in on the recent alleged terrorist plot to blow up several inter-continental flights and, as would be expected, he makes a typically erudite argument [watch the video: Broadband or Dial-Up]

Now it's long past time for the USA to stop the nonsense and institute profiling at airports. We're not at war with Granny Frickett. We're at war with Muslim fanatics.

So all young Muslims should be subjected to more scrutiny than Granny. And we should blend some Israeli screening procedures with our own.

For example, trained security people should receive the passenger list on every flight and interview those people most likely to be terrorists, folks who have traveled to Muslim countries, people who have criminal records. Passengers who are Muslims ages 16 to 45 all should be spoken with. And if the ACLU doesn't like it, tough. This isn't racial profiling. This is criminal profiling.

Well, President Bush has traveled to a Muslim country and has a criminal record, so he apparently qualifies for extra screening.  

In addition to the President, O’Reilly also wants all Muslims ages 16 to 45 to receive additional scrutiny and correctly notes that such scrutiny isn’t “racial profiling” – it’s “religious profiling.”  Of course, it’s not clear how screeners would identify passengers’ religion, though O’Reilly seems to presume that anyone who appears to be of Arab descent is Muslim and vice-versa.

Assuming that individuals of a specific race or religion are more likely to be criminals or terrorists, which is what O’Reilly is espousing, is - by definition – both racial and religious profiling.  

Calling it “criminal profiling” doesn’t change that fact.
